If the passenger of a bicycle does not have insurance because they or their parents do not have a car, the driver of the vehicle that was involved in the accident would be responsible for the medical bills. What this means is that, even though the rider of the bicycle was partially at fault, it would not completely bar him from collecting against the driver of the vehicle that hit him.
